Second Parish Court has jurisdiction over the West Bank of Jefferson Parish for traffic, criminal, and civil matters. The Jefferson Parish Clerk of Court serves as Clerk of Court for all proceedings.

Clerk of Court employees cannot provide legal advice or assist with the completion of any form.

Jurisdiction

Traffic & Criminal

  • Misdemeanors (theft under $300, shoplifting under $100, disturbing the peace, simple battery, etc.)
  • Driving While Intoxicated — 1st & 2nd offenses
  • Title 14 traffic offenses (hit & run, ROMV, simple obstruction, etc.)
  • All Title 32 traffic violations on the West Bank (speeding, driving under suspension, failure to yield, etc.)
  • Traffic and traffic-accident offenses — fines may be paid at the Sheriff’s Office or online via JPSO eServices. Some infractions require a mandatory court appearance; no payment may be accepted when personal injury is involved. If delinquent on payments, contact the contempt department.

Civil

  • Lawsuits where the amount in dispute is $50,000.00 or less

Fees & Filing

By law, the Clerk of Court collects civil court costs on behalf of all participating agencies — the courts, the Sheriff (as agent of service), Jefferson Parish, and the Louisiana Supreme Court. An advance deposit is collected for costs on behalf of multiple agencies and legal funds, with one exception: service of process outside Jefferson Parish generally requires a separate check made payable to that parish’s sheriff.

Of the initial filing fee, the Clerk of Court retains approximately 20–21% for its own operations. The remainder is distributed to the other agencies as required by statute.
